AHC: Western nation adopts East Asian Neomercantilism

Your challenge, should you choose to accept it, is for a Western country to explicitly adopt East Asian Neomercantilism and the Developmental State, as demonstrated in Japan or the Asian Tigers, either as the policy of a governing political party or a bipartisan consensus. For the purposes of this challenge, Western preferably means at least starting as Western in a cultural, linguistic, ethnic, economic (ie. developed), and political (ie. liberal democratic) sense. The last two are flexible depending on when your POD is, ie. I'm not gonna insist on democratic if it's a European country in the 30s.

If your POD precludes Japan or the Asian Tigers' development, the economic doctrine should just resemble OTL East Asian Neomercantilism and the Developmental State as much as possible.
 
There must already be wealthy markets for this nation to export its goods to. This nation must either be small or strategically important to a major western power, so it has a vested interest in letting it develop.

I'm going on a limb and saying Israel, had it not taken a semi-socialist path upon its founding.

Wasn´t the idea of the Developmental State the big think during the 1970´s ?
IIRC this model was fallowed by several military juntas in Latin America like Brazil but this state of course were not democracys.

That was more import substitution than export-oriented.
