The Great Reform bill was blocked by Tory Lords despite massive popular support in 1832. Grey’s Whig government resigned in protest as the country descended into near revolutionary violence. King William IV asked former Prime Minister and leading Tory Arthur Wellesley, the Duke of Wellington, to form a new government.
In OTL this attempt failed because leading Tory figures like Peel refused to serve in a Wellington cabinet, and because of a run on the banks. On the 15th Wellington was forced to admit defeat. Peel was brought back with the promise that King William IV would flood Lords with new Whig peers if the bill was once again blocked.
The AHC here is to have Wellington succeed in forming a government. I don’t think it’s at all outside of the realm of possibility. Perhaps more controversially I think a Wellington government would have triggered Revolution, but the focus here is finding a POD as close as possible to the Days of May that allows a Wellington government to form during the crisis.
