AHC: Washington viewed as a bad president

Usually Washington is ranked, if not first, at least in the top five presidents.

Your challenge, with a POD no earlier than the start of his first term, is to make it so that Washington is viewed as a mediocre president, if not one of the worst ones.
 
Perhaps some kind of foreign entanglement? If the USA gets drawn into the French Revolutionary Wars and the Republic wins- at least in Europe- Washington might be seen as someone who blundered his way into destroying a vital alliance, especially if the coalition with the UK breaks down quickly after.

Hardly likely, but it's the first thing I thought of.
 
If Washington mishandles the Whiskey Rebellion, he could be seen as a bad precedent, if not a bad president.
 
If he had kept running for President until he died he would have had to deal with the tougher choices regarding Europe that Adams and Jefferson had to deal with.
 
Considering that Washington was the first president, any incompetence he has could have a substantial effect on how the United States government operates later on, most likely causing the national government to decentralize a bit. In other words, the post-Washington early US would probably be a Democratic-Republican’s dream.

Another way to ruin George Washington’s reputation wouldn’t even require a POD in his administration. For example, if the United States were to go down a more left-wing route (possibly as a consequence of Reconstruction being more radical), Washington could be viewed negatively due to his ownership of slaves.
 
Maybe Washington gets an amendment to the US constitution state that states have the right to secede.
This leads to a weak federal government and states having a lot more power.
Later generations blame Washington for America not become a world power.
