Have a fully democratic country still committed to her Alliance with the Soviet Union.

You can either have
1) Über-Finlandization, meaning a democratic country voluntarily enters the soviet camp;
or
2)
Über-Kadarism, or a communist country completes it market reform, but still keeps its alliance with the Soviets.

(2) may be difficult, but a successful (1) may encourage (2).

It is tough since the USSR pretty much uses Communism (controlled by Moscow) as a litmus test. May be easier to change what the 'Warsaw Pact" is? Maybe it is more inclusive and they grab some 'Non-Aligned' nations?
 
Wasn't Israel sort of allied with the Soviet Union for several years in the early '50's? Perhaps that could continue if they stay more socialist and the US views its Arab allies as more important?

3) Central European Revolution of 1956 extends into the Soviet Union, the Soviet Union is democratised under workers council control and fully committed to her Alliance with the Central European Commonwealth and Bulgaria, Romania.

1. IMO, need to reform Soviet Economy. If Soviet Economy becomes more strong and still retains 2nd largest status, then Soviets has more to offer this Eastern European Countries.
2. Soviet must implement some economic reform in Warsaw pact countries. Then maybe create bloc Central bank and common currency. So now Soviets can not only militarily but by economic means to manipulate Eastern European policy. SU can offer discounted price for raw material (iron, oil, gas and others).
3. Now you can implement democratic change in Eastern Europe and give more freedom to domestic matters.

What now new Warsaw Pact look like. They have their own EU. Their economy are more market oriented. They are economically interlinked. They have common currency and common market. They are democratic.
Now Eastern Europeans are more inclined to join Warsaw Pact due to Economic interest. SU has huge market for export and raw material to feed Eastern European economy. Seceding from Warsaw Pact means prohibitively high cost on Economy and living standard.

SU can be more like Singapore or Taiwan before 1990's, ruled by one Communist party but more market oriented economy with high state involvement.
