Prevent the OTL last king Tarquin from seizing the throne, as he was apparently a tyrant that caused the rebellion against the monarchy that ended it.

A better King would be a good start. If Lucius Tarquinius Superbus was a far better king or at least did not kill his brother and family in order to seize the throne, then there would have been no rebellion against his rule - therefore, no Roman Republic. Then, all you have to do is follow OTL timeline with Lucius's heirs.

Could this result on a earlier Roman expansion, since on a absolute monarchy the King has more control and this allow him to make campaigns without the senate meddling?

And also, the romans saw the etruscan kings as foreigners as far as I know, so how would the roman culture look like? Would be a roman-etrusque mix or the romans would be fully integrated on the etruscan culture?

The Norman Kings of England were seen as foreigners for a while (ie until c. 1200s). People got used to it eventually, so the same can happen in this case too.

I think the idea of Tarquin as some mustache-twirling tyrant is a bit iffy, given that literally the only source we have for any of this is the accounts of the guys who overthrew him. Case in point: Domitian was portrayed as the second coming of Caligula, but upon more objective research we can see he was an able if autocratic ruler. I think it's more likely that Tarquin was rebelled against because he was Etruscan, and we definitely shouldn't take the story that he was a kinslaying, tyrannical rapist at face value.

Problem is there never was a kingdom of Rome nor of Latium.

There was a city of Rome, which meant the community of citizens.

Sparta had 2 kings but never called itself a kingdom : it called itself the polity of lacedemonians.

Athens always retained a king archon among the college of archons.

And Rome, after the Tarquins were expelled, always retained a few sacrorum that was a high priest.
