The typical perception is that the German overseas colonies were something of an afterthought, done more out of a desire for prestige than anything else. The challenge here is to wank the German colonies, not in the sense of increasing the area of land controlled, but in the infrastructure and economy of the empire with its OTL boundaries, more or less. It's an added bonus if these improvements benefit those colonised as much as those colonising.

Perception is reality when it comes to German colonisation unfortunately. You’d need an earlier German unification, so instead of sending millions of immigrants to the US, you instead place them in a fertile colony where they are able to keep their own language and culture. I’d imagine based on sheer numbers, they could easily rival the British
Say an earlier unified Germany stumble upon Argentina prior to mass Italian and Spanish immigration, they proceed to then make their way over to Chile, up to what is today Uruguay and then into southern Brazil, all the while sending massive loads of immigrants to facilitate this..
By the time the Germans actually became interested in colonies it was too little too late - other than Africa there’s not much left. What is left is filled with relatively big populations who would resist at all attempts

Have the HRE stay united early on in it's life. You would hava e great state in central europe, encompassing the low countries, germany, the alps, bohemia, eastern france, either northern italy or all of italy. Plus the teutonic crusader order in prussia later on. Germany north of the alps would become majority german and the grand heartland.
With the ports in flanders and to the north sea you could see them having similar colonies to the dutch like the east indies, sri lanka, south africa, brazil and maybe oceania.
The germans were given rights to colonize venezuela, we could see this become a reality. Maybe forming a union with the colony in brazil, and if they colonize argentina.
Large amounts of immigrants would arrive, especially after each great war. Minorities of the empire like italians, poles, french and bohemian would emigrate en masse to the colonies.
