AHC: US States everywhere

What is the maximum number of states the US could admit by the present day? Any PoD after the Treaty of Paris is OK, and no ASBs. Bonus points if the number of states is over 100!

Whenever I see that map posted, I wonder: theoretically, any cult/political movement with a large enough following could encourage its followers to settle in any of these tiny one-county states and become the plurality/majority segment of the population, gaining control of state institutions/resources (and nationwide publicity) come the next election. And as long as they don't become a national emergency zone, they can be as wacky as constitutionally possible.

In an attempt to balance the influence of states with larger populations and those with smaller populations, an amendment to the constitution is made which requires any state whose population passes 3 million, as recorded in the USA census, to be split into two. According to USA census data, that would split New York into two after the 1850 census, then Pennsylvania after 1870 census, followed by Ohio and Illinois after 1880, and so on. The last census (2010) put the USA population at over 308 million, with California's population at over 37 million, so by now there would be over 100 states.
I suspect the smaller states would actually fight this, to protect their influence in the senate.

I assume you mean the 1783 Treaty of Paris, not one of the myriad other ones such as the 1898 one at the end of the Spanish-USA war.
 
Maybe if the creation of new states (only) required a petition (with a suitable threshold) followed by a referendum rather than needing the explicit consent of both the states and Congress, I could see there being a lot more states, which have popular local support. Similarly, this could be used if areas wanted to leave one state and join another.

It would also encourage states to keep their voters happy, lest they vote to leave. However, it may be subject to corruption and exploitation. Maybe the people in power might encourage groups they don't like to secede, to avoid having to enact reforms they otherwise would oppose. For example, white supremacists might encourage ethnic minorities to vote to form a new state, thus removing what they would claim to be [insert dog-whistle here], or conservative groups secretly funding a break-away liberal/socialist state. Imagine gerrymandering the states themselves.
 
57-60 are easily achieved with Canada added. Five to ten additional might be able to be formed from them.

Caribbean states are not likely, but theoretically, four could be established across the Greater Antilles.

Much more of Mexico than was acquired historically is unlikely, but 100 could be approached if the United States extended continuously from Greenland to Panama.
