AHC: United Latin America

Using a POD no sooner than 1795 and no later than 1830 how do you make Simon Bolivar's vision for a united Latin American Republic stretching from Panama to Tierra del Fuego a reality?
 
just to clarify ... you want a Gran Colombia that doesn't go splat and incorperates (by conquest or mutual argeement) the Federal Republic of Central America or?

if such then you could start figuring out a reason why Venezuela and Ecuador can be stopped from blowing Gran Colombia appart (Venezuela wanted a true federal government (prehps scuplt a United states of Mesoamerica) instead of the semi-dictatorship under Bolivar and in case of Ecuador my understanding is that they would be satisfied by being equal to the others instead of a de-facto province controled by foreigners) ... and then use the civil war in FRCA as a excuse to go in taking control of them, roling them in having the same right/duties as the others

So ... start out with Bolivar creating a Federal Government, of which he's appointed President, and at least part of the problems are nipped at the bud ... maybe helped by forcing a butterfly from making the Peruian elite less royalistic towards the Spanish crown, which would stop the Peru-Gran Colombian war dead so Bolivar had the time and resources to organize the country

What on earth do you think makes it possible?

It was hard enough keeping Gran Colombia together, to say nothing of the Southern Cone.

I'm asking if it's possible and how it could happen, not asserting it was certain or even close. What would you need to pull it off in the given period or would it require something earlier?

A United Hispanic America is possible, the Spaniards actually did it after all...
One can see the viceroyalties reform into confederal entities under the Bourbons. You'll probably need to butterfly the Napoleonic invasions away to achieve this.
With a PoD starting from the 1810s... no way, José. ;) It's of course not a practical polity to unite and keep united by force (even excluding Mexico) and I gather the revolutionaries' allegiances are mostly province-based.

The Spanish did it because they had an insane tech lead and no other nations to fight them over it. Even then they had a lot of rebellions and basically ruled it with an iron fist, fear of God and choking trade routes.

Independence from Spain was almost inevitable once enough economic development happens. Uniting them all seems really difficult. I can see three nations at best. A peru, a New Grenada and a Rio De La Plata.
