And before 1900? Seems highly, highly unlikely. Prussia, the main impetus for unification, was pretty firmly committed to monarchy - so was Austria.

He asked post 1860, but that does seem to be the best chance.

A random thought - it seems unlikely, but if France kicks Prussia's ass in 1870, it could lead to revolutionary republican change. Not sure how that would happen though.

I don't think a French victory, that would have been to be total to really have such impact on Germany political shape and this kind of victory was unlikely, would ends up with an united Germany (Imperial court favouring the divisions of Germans), critically a republican one (both because of relative weakness of republicanism in Germany, and the hostility of Bonapartists to a republican, aka radical, regime at their borders).
