You don't need that early a POD. Just have Daniel Johnson pere not die in October 1968. He will steadily absorb soft independantiste sentiment into the UN, as was occurring by the time of his death IOTL. The Liberals get squeezed into status as an Anglophone-Allophone third party and eventually dissolve. There will be two parties: an unambiguously neoliberal, socially centre-right UN and a socially progressive/social democratic PQ.

What kind of neoliberal? Thatcherite or Reaganite?
 
It will happen, but gradually, and certainly not the social democratic wet dream that is modern Quebec. The unions will be firmly sidelined, since Duplessis passed an industrial relations bill that was a virtual carbon copy of Taft-Hartley in 1948, education will be gradually secularized and universalized, as will social services (nothing new created ITTL) generally. That said, there will be no new Crown corporations (nationalized industries) created. Hydro-Quebec, created by the nationalization of Montreal Light, Heat, Power by the dying Liberal government in 1944, might well be privatized. Secularism will take hold, but religion will still be an actor, albeit with much less power. No militant secularism either.

In sum: responsibility social services, health and education get transferred to government or private business, not the Church. The state is 80% smaller than OTL. As for federalist (soft) nationalism: it will be contained within the UN.
