Not at all. I don't think it's what he'd do, but that's my interpretation and should be considered nothing more than an opinion. Its not as if your reasoning for otherwise is at all unsound. Ultimately the question you need to answer for the sake of plausibility is "what does McClellan think Lee will do?"
If he - rightfully or otherwise - thinks Lee will march on Philadelphia, and he's not ordered to block Lee's road to Washington (and possibly even if he is - this is McClellan we're talking about, and this might be a time Bad McClellan shows up with a vengeance) - he'll act accordingly.
But that concern about the capital is something to keep in mind - whether or not McClellan is specifically concerned about it, Lincoln certainly is. And he will react accordingly.
You've mentioned a PM discussion with him, so I presume he's already given some comments.
