AHC: Unified Benelux

Was there ever a point where the the Belgians and the Dutch could have stayed together as one country along with Luxembourg into the twentieth century?
 
Having Charles the Bold die with an heir would help prevent the war of Burgundian Succession. If Burgundy could muddle along, or only loss Burgundy and not the Benelux part. The regions would be more local administered. By that I mean no foreigner would be imposing their rules, religions etc. So that a Dutch revolt analog wouldn't make any sense.
 
You basically want the United Kingdom of the Netherlands to continue. I forget the details but if handled a bit more intelligently and decisively the Belgian Revolution could have been fairly easily defeated, or even headed off, there having been past threads about it that you can probably find via the search function. Luxembourg isn't too hard, all it takes is enough male heirs and reigning kings to see you through to the Great War, assuming of course that there still is one, after which I could see the personal union being changed to a formal one in the aftermath.
