AHC: UN Resolution 181 holds up

In 1947, the United Nations Security Council adopted the United Nations Partition Plan for Palestine otherwise known as UN Resolution 181. The plan can be found here for your consideration: United Nations Partition Plan for Palestine

It would've divided Palestine into two nations controlled by the Jews and Arabs, respectively, with Jerusalem being controlled by the United Nations and the two nations being united through a economic union

It passed the General Assembly, but the Arabs rejected the proposal, arguing it denied them national self-determination as described in the UN Charter. A civil war would follow the passage of the Resolution, which would lead to the resolution not being adopted and the State of Israel's borders encompassing all of Palestine, including the areas that were reserved for the Arab state.

So what would need to happen for this resolution to be put into effect without any civil wars breaking out or invasions by the surrounding Arab states?

The 1948 war did not result in "the State of Israel's borders encompassing all of Palestine". The war ended with a cease-fire, with Israel's borders at the "Green Line", which included part of the area allocated to Arab Palestine in the Partition, and also the western part of the Jerusalem area, but excluded the "West Bank" and "Gaza Strip". The West Bank was annexed by the Kingdom of Trans-Jordan, while the Gaza Strip was occupied and administered by Egypt.

In 1967, both areas were occupied by Israel during the Six Day War. Jordan renounced its sovereign claim to the West Bank in 1988.

Israel has extended its borders to include the Old City of Jerusalem and some areas adjacent to East Jerusalem. However, Israel does not claim as sovereign territory the rest of the West Bank or any part of the Gaza Strip. The West Bank is under Israeli military occupation.
