Is there any way we could have a separate, but still Turkish controlled state governing Thrace, or a somewhat larger area in Europe, during the 20th century? On the other side of the straits, there would be another, rival Turkish ruled state governing Anatolia, and possibly more of Southwest Asia. Could this happen, and last a decade or more?

Well, there's more than one Turkic state in Central Asia.

As for your requirements, I guess you could have a remnant Ottoman Empire rule over the area around Constantinople a la the last Byzantines with a Republic of Turkey ruling the rest, but the Ottomans would be immensely vulnerable to external invasion, whether from Greece or the Turkish Republic.
