AHC: Tony Blair Prime Minister until 2010

With a POD no earlier than October 2, 2000, your challenge, would you choose to accept it, is to have Tony Blair continuously served as British Prime Minister, at least until June 1, 2010. Bonus if he wins a 1948-like upset in the latest election. Double-bonus if the United Kingdom goes bankrupted.
 
Couldn't he just decide not to retire in 2007? I mean sure, he'd promised Brown he would, but it's not like he hadn't broken that kind of promise before...
 
This is probably ill-informed as im not entirely clued up on Iraq and the Middle East

1. Al Gore defeats George Bush.

2. Al Qaeda's terrorist attacks fail miserably after intelligence discovers the plans at the eleventh hour. The American and British publics are shocked by this and security increases just in case.

3. No Iraq War as in OTL

4. Tony Blair remains a moderately popular Prime Minister much to the annoyance of Gordon Brown.

5. Blair remains Prime Minister after 2007 following a successful 2005 election.

6. Brown gets restless, but when the financial crisis hits, he enters the limelight but without all the gaffes that plagued his Ministry in OTL as Blair is in control.

7. The economy recovers under the 'Brown Plan' and Brown takes on a 'Healey' like image. Blair and Brown hatch a plan for another election whilst recovery looks good under the idea of support for the Brown Plan in the face of criticism from the Conservatives. They bottle it at the last minute.

8. The 2010 General Election is held, and Blair surprisingly wins with a defeated Cameron, though the votes aren't overwhelmingly bad for him, the seat losses are. The reason is the public is reminded of the Conservatives' support for deregulation and that the banks would've collapsed yadda yadda, Brown also proves to be a popular character for winning votes moreso after a story leaks about the papers had attempted to gain his son's medical records. This story bubbles over with Labour consequently losing the support of some newspapers. Polls show a Cameron victory, however with the benefit of a collapse in Liberal Democrat support following a scandal involving their leader Chris Huhne, Labour is once again returned.

9. Blair remains in office, the Olympics are held, at which point Blair has been PM for 15 years, whilst some cuts have taken place and there have been mutterings of a downgrade, it has yet to happen. The 'Brown Effect' is blamed for the election win, with Brown's personal ratings at around 60%, he takes over from Blair with a stimulus programme still widely criticised by the opposition.

If you want Britain bankrupted, have him get Brown to walk out and resign after joining the Euro.
