AHC: Theocratic States survive the Congress of Vienna

Today, the only theocracy in Europe is the Vatican City, and the only other state where the head of state is a Church official is Andorra. Historically, there were many Prince-Bishoprics in Europe - Salzburg, Trier, Mainz, Cologne, the Papal States are all key examples. Most of these were secularised during the Napoleonic Wars and those that weren't were absorbed to other states or otherwise secularised afterwards. In 1815, the only remaining prince-bishopric or otherwise theocratic states were the Papal States, and Montenegro.

The challenge is preferably to have some of the prince-bishoprics restored during/after the Congress of Vienna, in 1815. However, the earliest POD allowed is 1789, but if you can, do try to get it 1815 or later. Bonus points for each prince-bishopric that survives, extra bonus points if you get Salzburg, the various bishoprics of the Rhineland (Cologne, Trier etc) and the Bishopric of Strassburg restored.
 
The key to this challenge seems to be seeing who would be most likely to push for them and then getting them in position to be rewarded because of success against Napoleon.

Since these were honored by the HRE, the easiest way is for it to survive somehow, which requires Napoleon to lose at Austerlitz and be killed, or *perhaps* for him to somehow be beaten in 1809, with Prussia (and Russia in this case) not in the Coalition. Possibly the HRE could be reborn, although it's not as likely once it's dissolved.

Either way, I think Austria would be most likely to push for keeping these states around.
