AHC: The Yellow Dragon, or: a Georgist China?

Based on a bit of light reading inspired by the use of geoism in the Separated at Birth timeline, I was wondering what sequence of events could result in a (more or less) unified China that was A) a superpower roughly parallel with its impact on the world stage in OTL and B) ideologically inspired by Georgism rather than Marxism. To greatly simplify for those who don't know, Georgism (originally called geoism) was an economic theory developed by Henry George that saw the primary source of value to be land rather than labor or capital, and posited that a government which subsisted largely on universal taxes levied on the unimproved value of land through a Land Value Tax would be able to reduce or eliminate other taxes. In theory this would naturally create a more progressive tax base while also removing some obstacles to free enterprise. I chose this as a challenge because Sun Yat-Sen was a believer in Georgist ideas, creating a useful POD, and the idea of a truly tripolar Cold War seemed very interesting to me.
 
Okay, I'm going to give this a little bump, I don't know why I start these things so late at night. After a bit of further skimming I found a few tidbits that could feed into a potential POD:
  1. The German sphere of influence in Jiaozhou Bay was run along strictly Georgist lines to prevent instability due to rampant land speculation. The region was seized by the British and Japanese in 1915 and eventually turned over to China in 1922. Could a shorter period between the Georgist phase and the return of the area to China allow the concept to survive in the region and spread beyond it?
  2. In 1915, Sun Yat-Sen reached out to the Second International to help develop a socialist state in China. Obviously this particular effort failed, but it creates an interesting premise. The IU (International Union for Land Value Taxation) is a Georgist umbrella organization founded in 1925. If his cancer had gone into remission, could he have reached out to the IU or an ATL counterpart to help reform Nationalist China into Geoist China?
  3. Marx considered Henry George to be "capitalism's last ditch" (heh), so a fair amount of ideological hostility between the USSR and Geoist China is a pretty safe bet. On the other hand, although the ideology values free trade some variants advocate for universal land seizures, naturally alienating the governments of the First World. Assuming a Georgist state as an independent third pole of the Cold War, could it export it's methods abroad? Would the land seizure issue plant the seeds of a Great Leap Forward/Cultural Revolution analogue given the powerful landlord class in early Republican China?
This last bit isn't a facet of a POD per se, but the use of a cat as a metaphor in Georgist political efforts makes the "No matter if it is a white cat or a black cat; as long as it can catch mice, it is a good cat" quote pretty entertaining.

This does seem to be a crank-the-economy theory, in that each person (and/or corporation?) would be highly motivated to either do something with the land or sell it to someone who might.

Oh yeah I would fully expect really heavy industrialization, given that (even though actual land is the bread and butter of the ideology) LVTs can also apply to/factor in mineral resources, timber, fisheries, local radio frequencies, and even things like air/sea lanes and satellite orbits. Who knows, maybe my interest in arcologies could have an outlet? Actually, an LVT that included mineral resources could make geoism an interesting post-colonial ideology in the Middle East and Africa, as a start.

Maybe even more of a race-through approach than conventional capitalism? Which is great when you’re developing an economy, not so great when you’re bumping up against natural limits.

No I mean skyscrapers with parks built into them. It would be the most efficient use of space in the scenario
