AHC: The States - more divided than ever.

In several threads I've read people comment on how if the CSA won during some point in the ACW that certain states along the boarder with populations that had a large split in loyalties (ex. Missouri) might have split the state into two or more pieces in order to allow the populations of people to join the country of their choice.

This has thus given me the idea to challenge you to help me create a timeline in which the CSA wins and the means to settle the conflict between it and the USA on the ownership of certain swing states is to allow each county of that state to vote on which country they wish to join and then use the results to form new states and or territories out of them. The requirements needed to allow a county to secede is to 1.Have it share its boarder with a large number of similar voting counties and 2. Have at least one of those counties share a boarder with the opposing country. (Similar to how WV was formed and how Nickajack could have been)

To make things a little simpler the states which I would like to limit this discussion to are Missouri, Kentucky, Alabama, Texas, Virginia, California, and Georgia. I'd also like to include the Oklahoma, Arizona, and New Mexico territories as well.

Your job is to decide which sections of each state are likely to vote what and what new states/territories could be formed based on the votes. Plus if you make a map that would be assume!

I also wish to say that yes I know this will create a mess of a new boarder between USA and CSA but the logic behind the governing officials in this TL deciding on this plan is that it would help to remove any hostile populations from each countries boarders. Plus they would figure that having a much more chaotic boarder (with new states that could be similar to Nickajack and probe deep into the opposing country) would make further wars between the USA and CSA much more difficult and thus less likely to occur.

I got part of my inspiration from this map and you migh get some too.

Plus hear is a map from 1860 that show the slave pop. of southern states which might help you draw new boarders.

Edit:
Since it seems this discusion hasen't gotten much attention yet I'm going to change the rules to make things simpler. Instead of drawing the boaders based on individual counties I'll accept boarders that are drawn for whatever logical reasons (whether they're based on the boarder given by a river, drawn along a line of latitide, etc. ) to help divide the political factions of each state and give then to the countries with which they most fit in whith.
