How can the statement that "the Chinese build a new nuclear plant every two weeks" become true? This was actually the case with coal in the PRC until at least a few years ago.
 
Well no Sino-Soviet split so Soviet nuclear aid is still coming. Have Stalin kick the bucket earlier and a leader not give the green light to Kim Il Sung's plan to invade the South. Relations between China and Soviet Union won't be tested as much that Soviet nuclear aid could still come through without a disruption in the 1960's. With no split, Mao doesn't have as much internal problems that necessitate either the Great Leap Forward or Cultural Revolution.

Maybe if nuclear were financially competitive with the alternatives?

That's a bit of a tricky question- Chinese nuclear would compete quite well with American coal plants for example. Unfortunately for China, their coal plants are even cheaper to build but the long term costs due to pollution are staggering

This leads to the simple solution- the Chinese government does a longer term analysis of the plans factoring in coal's pollution costs. This would make nuclear the cheaper option
