AHC: Syria-Israel Peace Treaty

Israel has already signed two peace treaties with the Arab states; with Egypt in March 1979 and with Jordan in October 1994. In this AHC, you need to have Syria sign a peace treaty with Israel.

Conditions:
  • The PoD can be any point after the Israeli Declaration of Independence (14 May 1948).
  • At any point between the PoD and the present, you need to have Syria and Israel sgin a treaty that establishes peace between the two.
  • Bonus points if this leads to a Syrian recognition of Israeli soverignty.

OTL, there were serious (though secret) talks in 2010-2011 between Syria & Israel whereby Israel was willing to give Syria back the Golan Heights if Syria abandoned it ties to Iran & Hezbollah. The talks were dropped with the start of the Syrian Civil War but apparently, had the war not occurred, a breakthrough could have been reached:

"This was a serious process that did not ripen," the source concluded. "There was no breakthrough, but there was a real sense of progress. Netanyahu was serious. If the uprisings had not broken out in Syria, and we had another six months of talks – things might have ripened."

Israel replies positively to President Husni al-Za'im's peace proposal of 1949. "He made a peace overture to Israel offering to settle 300,000 Palestinian refugees in Syria, in exchange for border modifications along the cease fire line and half of Lake Tiberias.[5] Settling the refugees was made conditional on sufficient outside assistance for the Syrian economy. The overture was answered very slowly by Tel Aviv and not treated seriously.[6]…" https://en.wikipedia.org/wiki/Husni_al-Za'im Of course one problem was that al-Za'im was unpopular and soon overthrown (and killed)...
