Eh. The Germans were Obviously more lucky and focused . Plus thr junker mentality and military history helped. The Italians really didn't want to go to war.. Plus there are only two major European axis partners. You could make the Italians alot more competent, but they would need to have started a serious modernization campaign and naval build up that wouldn't go unnoticed.
Again it wasn't that Germans were more Competent, just God awful lucky and up against people who really were not. The French didn't want to fight.. The whole French campaign was just sheer timing against a completely unprepared enemy who didn't know what year it was.

The brits didn't have ground forces ready for such a fight and after Dunkirk.. Well..
And there . Incompetence, Dunkirk could have been a nail in the allied head, instead.. Hey let's let them somehow escape.
When the Germans turned in the soviets they again met an enemy who at first didn't have to stomach to fight and was disorganized. It took a lot of blood and land to stop the Germans in the ussr.
Once the people realized there was something worse than Stalin and the nkvd . The tide turned.
So better, get the Germans to be more. Competent.
