AHC: Swap NYC and NJ

Starting in 1870, how would you ensure that by 2000 New York City is seen as OTL perceives Jersey City, and that Jersey City/Newark/Elizabeth is a thriving metropolis?

As a New Jersian, I take this as highly offensive. :p

In all seriousness though, New Jersey is a horrible place to live in.
 
The problem is that NYC is a city. New Jersey is a state. Now if you meant to switch New York state and New Jersey, it might be more doable. New Jersey isn't really that bad. Sure, it's kind of dirty, but I have some family down there

It's pretty bad.
 
Thing is, NYC got its start because it was on the mouth of the Hudson and was the oceanic port for all the trade that went down it. The Jersey side of the Hudson mouth is mostly swamp, however. So any city that grows to NYC's size is going to expand onto the islands - which are the more logical place to found a city anyway, being much more defensible.
