However the POD could be more than 200-250 years before that point.Cleopatra is too late, by that time, the state was rather weak. A better moment would be preventing the decay of the Ptolemies, if you get a few more rulers like Philodelphos, you can have a strong state, which keeps on centralising.
That said, Cleopatra's Egypt may have had more economic power than ever before.
