AHC: Successful Reconstruction Without Ironclad Oath

Basically, try to do a successful reconstruction without the ironclad oath being a thing - basically, only the generals and other high ranking Confederate officials get disenfranchised. No disenfranchisement of random former Confederate soldiers, and no disenfranchisement of freedmen.
 
Why bother disfranchising the generals? They are too few to alter any election results. All that happens is that the former rebel states end up with Confederate Captains etc as their governors rather than Confederate Brigadiers.

Conversely, I don't really see how you prevent the disfranchisement of the Freedmen. Once the US Army has shrunk back to peacetime levels it is too small to enforce Black rights, even if anyone cares enough to try.
