Your challenge, should you choose to accept is, with a POD no earlier than 1901 and later than 1929, have a Communist Revolution led by William Z. Foster succeed, leading to the creation of the Union of American Worker Republics (U. A. W. R.) at some point in the 1930s. What happens from there in Foster's America?
 
I think its a possibility, particularly if FDR doesn't attain the White House, or the Business Plot went off as a backlash against it. But I think you'd more likely have a coalition of left wing groups and popular unrest, union strikes, rioting, etc. and non Communist leftists like Upton Sinclair would be involved. Eventually, the Communist Party would ride the wave to power possibly, but might have to make the pretense of power sharing before doing any purges. I could see some 1930s gangsters siding with the Revolution for power like Dillinger, who had somewhat leftist views. I could also see union bosses like Harry Bridges who was a communist but an immigrant from Australia who was a labor leader in San Francisco becoming powerful in this scenario.

No Teddy Roosevelt and somehow roll back what progressive reforms had been enacted prior to his presidency.

Preventing/undoing the Progressive Era is the key as it established the foundation for all subsequent reforms. Drag out the Gilded Age for 30 more years with no visible path to reform, there could be enough kindling for a fire. Exactly what that'd look like is anyone's guess tho as we are taking about ~30 years worth of digression from OTL, there might not be a depression or one might happen earlier, or -who knows what, you get the point.

This is pretty much what happened in the Reds! Timeline. With McKinley not assassinated T.R. never comes to power and enacts any progressive legislation. So Socialism is more popular.
