So with serious revolts in Portugal, Catalonia, Aragon, Andalucia, Sicily, Naples, on top of wars in the Netherlands, Germany, and Northern Italy, (combined with the Little Ice Age), the Spanish monarchy seemed to be on the verge of collapse in the 17th century. Your challenge, should you choose to accept it, is to make that happen. Somehow have Catalonia/Aragon, and Naples/Sicily successfully gain independence from Spain (whether they get absorbed into another power, like Catalonia into France, I leave up to you).

Problem--no one would let him if the idea did occur to him.

More managable ideas--one that occurs to me is, France doesn't botch the occupation of Catalonia by being utter jerks.
