AHC: Spanish Mediterranean

With a POD of, at the earliest, 718 (at the conclusion of the Muslim conquest of Hispania), how can most of the Mediterranean be owned and dominated by a state based (or formerly based; if it moved its capital to Rome) in Iberia? It need not be Castilian, nor Christian, but its language must be one of the Latin languages spoken in Iberia.

In 1529 the Ottoman counter offensive led by Suleiman the Magnificent fails. With this victory over the Ottomans still fresh Charles continues to press the Ottomans refocusing Spain from the new world to North Africa. Charles and the Shah of Iran form an alliance between the Habsburg Empire and Iran and go to war with the Ottomans again in 1532. Spain refocusing its effort from the Americas to North Africa invades while the HRE invades the Balkans and the Persians invade from the east. The Ottomans can't win a release several Ottoman vassals, now Habsburg protectorates. The Ottomans defeated Egypt once again rises and becomes an independent nation. Even after the war Charles maintains Spain’s focus on North Africa leading to no conquest of the Incan Empire which instead is overtime converted to Catholicism and an ally of the Habsburg empire in the New World. Spain and Portugal are eventually 'unified' as in OTL. Most of Italy (with the exception of the papal states) are now under part of the Empire, North Africa is now under the colonial administration of the Spanish, the Balkans are either directly under Habsburg rule or are Protectorates. Now you have the Habsburgs win the war of Spanish succession as well as enforce a policy of converting the North Africans to Catholicism and making them speak like Spaniards and you get most of the Mediterranean speaking Spanish and under Spanish/Habsburg rule.
 
maybe the ottomans do something like, oh i dont know Sack Rome, kill the pope, and burn the city to the ground. Maybe a Catholic alliance of almost all of europe goes for the ottomans. Spain being the closest siezes the N. Africa coast
 
Aragon came close. And then it united with Castile and the rest is OTL. :D

Though if you look at my TL (shameless pimping), A union of the Castilian, Aragonese, and Portuguese crowns would unite Iberia with considerable holdings in Italy, to the point where the Western Med is an Iberian lake.
