AHC: Spanish Empire

Your challenge is to keep the Spanish in control over their North American holdings in its near entirety, from Colorado to Argentina. The POD is 1492 and the goal is to keep this empire intact till 1900.

Allow the Aranda plan to be put into motion, in effect turning the viceroy's into Dominions with greater freedom of trade. Oh, and kill of Ferdinand VII as soon as humanly possible. Replace him with a competent king.

Follow this off by relaxing immigration restrictions in the New World; at the very least make it easy for Spanish crown held Italians and other Catholics to move into the empire. This high rate of immigration and political stability combined with the massive economic expansion of the colonies from the 1778 Ordinance of Free Trade and the other Bourbon reforms will have Spanish America populated and happy enough to be under the crown while strong enough to fight the predations of the eternal Yanqui.
 
Probably would be better off to just kill off Carlos IV (or if an earlier PoD, have Felipe, Duke of Calabria not be born mentally impotent). Granted he did nothing wrong with the colonies, but he was kind of a weak-willed king that effectively led to many of the developments that brought about the fall of the Spanish Empire.

Have the Spanish adopt the Bartolome de las Casas plan and send large numbers of Spanish peasants to colonize the New World while grouping native tribes into self-organizing townships.

If de la Casas' plan was adopted and implemented successfully, I sensed that most of the peasants who would migrate to the New World came from regions like Extremadura and Andalucia.
