AHC: Southern Brazil Secedes

Your challenge, should you choose to accept it, is to outline a lead-up of events which leads to circumstances in which southern Brazil (Paraná, Santa Catarina and Rio Grande do Sul) could and would secede post-1900. Have at it.

I don't know how plausible this is but perhaps during Getúlio Vargas' presidency there could be civil war and Brazil divide as two countries.
