AHC: South American Country Develops Nuclear Weapons

Argentina came very, very close, it is said. To push them over the edge have them work more closely with Israel (which they did in OTL to some degree) or apartheid SA (which they almost did, I think).

Both brazil and argentina were very close,I bet both of them still can develop them in a couple years if needed.
 
The technical aspect of things is, as noted, fairly easy. What we need is a reason for Argentina or Brazil to go that last step and actually produce nuclear warheads. More Soviet-supported guerrilla activity in Latin America, perhaps, or a major continental war?
 
Find a way to butterfly the improvement of relations between Brazil and Argentina in the 90's and the budgetary crisis that afflicted these countries at around the same time and you've got it.
 
Brazil were closer...

...I think they came as close as the Air Force preparing an underground detonation site before 1994 ratification of the the 1967 Tlatelolco Treaty ended the South Cone Nuclear Arms Race. Argentina were a close second and Chile were getting worried enough to support the Treaty. The other Latin American countries were more likely to have damned than praised the Brazilians and Argentinos if they had built, tested and deployed nukes.
