Your challenge is to get a Somalian state form Thassalocracy across the Indian Ocean and Africa. Bonus points if you can get territory in Europe and the New World. Extra Bonus points if you can do this with a POD after the Portuguese set up their empire.

No extra bonus points are possible. Bonus points are highly unlikely. Indian Ocean thassalocracies it will have to be.
I see 2 periods where the POD is most possible:
1. during the classical era before Roman maritime intervention became a factor. A time of thriving Somalian city states that engaged in a thriving trade between Ptolemic Egypt, Phoenicia and the Parthians. Make one of the cities become dominant and also improve their boatbuilding tech ---the surrounding cultures had better ships suited for long distance sailing.

2. The Adal Sultanate of Northern Somalia in the medieval period. If it can ward off Abyssinian expansion without engaging in an existential conflict to the death, as well as ethnic based civil war, then, under the patronage of the Ottomans, they were in a good position to be big players in the Indian Ocean trading network.

The Indian Ocean trading network. was severely disrupted by the Portuguese.
Entire Somali clans moved from an urban lifestyle to complete pastoralism when the trade dried up, where there where more than 15 ports and settlements with a population of over a 1000in the north before 1500.

by 1600 there was only Berbera, and and Bender Qasim.

In the south cities like Moqadishu which reached a high of 100,000 during the Ajuran Sultanate was down to 20,000 within a hundred years and stagnated at that level of population till the Italian colonization.
Italian ruled Moqadishu was still 20,000 in 1900.

So what happens if Portugal were to get crippled and not manage to set up a naval empire?
