AHC: Sidereal Calendar is the accepted norm

With a POD after the year 100BC how can you have a calendar based on the sidereal year as opposed to the solar year become the norm in international trade, commerce, and usage by the year 1850?

I don't know, but what would be interesting is if about half the world used the solar year and half used the sidereal year.
