With some shrewd diplomacy, I don't hold it unlikely that Israel could remain a client Kingdom in the Roman Empire, allowed to keep their own rulers, faith, laws and even some troops to keep order and keep any caravan trade routes from Arabia Felix safe and open - then it needs to remain a faithful and true ally to Rome against the Parthians, Sassanids and Arabs, which is the only way I see it not being over-run by any of those.

Have anyone other than Florus as procurator in Judea. Florus stole from the Temple treasury, claiming to pocket them on behalf of the Emperor and openly favored the Gentile population in Caesarea over the Jews. Though there were sporadic revolts by the Jews against Roman rule, the Romans tried to be conciliatory towards their subjects. Have Nero restore Jewish autonomy and grant Herod Agrippa II control over Judea. The Herodians were hated by plenty of people but a veneer of Jewish independence would assuage all but the extremists to accept Roman hegemony. For a time.
