AHC: Second American Civil War

Alright, so your challenge is, with a PoD no earlier than 1910, allow for a second American Civil War sometime between 1920-1950. However, there's a catch-there is no red scare and no WWI (I don't want to explain why, just go with it). Bonus points if it involves the secession of a large region of the US. Much more bonus points if you manage to make it North v. South again somehow.
 
I dunno. The South was so thoroughly crushed I can't imagine them wanting to try again.

I'd think you'd need to make America more unstable from the get-go. Don't know how this would happen. Maybe a more heavy handed occupation after the Civil War, and maybe an economic exploitation of the South rather than the (eventual) industrialization of it. That may convince Southerners that it would be better to fight again than live under harsh Union rule.

It doesn't HAVE to be the south that rebels though. I don't get it-why do people ALWAYS go for the additional challenges???!!! If it says "Bonus points if..." in front of it, it isn't mandatory!! Nobody seems to get that. EVER. It's annoying as hell. I see it in every AHC thread. If some optional parts of the challenge aren't possible within the allotted time/PoD, for God's sake, just don't attempt them.

I'm sorry for this rant. It isn't directed towards you specifically, just at people who answer AHC threads like this. It drives me crazy.
