That's a bit hero-worship-y, considering that the social programs of the Roosevelt Administration are directly credited with retarding the recovery of the American economy compared to the rest of the world and not fully bouncing back until the 1950s. If anything him or anyone like him being absent leads to the "Great Depression" being another Panic at worst.

... umm I not hero worshiping the American economy was stagemt to world war 2 but FDR was notPresident when the crash happen until 4 years later he did help the American economy and stop the bank closelages and without. If it was just a panic then it should have ended in the USA in Hoover term or should have stated to recover and his social programs did help th economy
Some didn’t help as much but they stopped the collapse. I sort think you are anti hero worship.
 
With a POD of 1865, how can a Second American Civil War start before 1900?

1876-1877. You had notable unrest over the stolen election, including statements supposedly made by George McClellan that he would lead New York Militia on a march upon Washington. Going into 1877, you then had the Great Railway Strike that threatened to become a general revolt.

The issue would be finding something that paritucarly would divide the country along strong lines and be willing to fight for it, as the issue of slavery was. Not impossible but rather hard, especially with memories of the conflict that would still be present in many of the country for the remainder of the century.

Maybe a theoretical harsher Reconstruction leads to a greater outburst of partisan warefare but that would likely be seen as more a continuation of the first Civil War rather than a new one altogether.
 
Abraham Lincoln is assassinated just before Andrew Johnson becomes VP and Hannibal Hamlin effectively rules the South as if it were another country rather than a part of the United States (Military occupation, forced integration of whites and blacks, the Southerners, except for freed blacks, are deprived of US citizenship, etc). This sort of repression is bound to cause something resembling a second civil war.
