Here's the challenge, have Japan be part of an alliance that matches OTL's Anglo-Japanese alliance in length (20 years) with a different partner than Britain or the United States (after all US-Japanese alliance is 66 year old alliance).

So instead, have at some point in the 20th century a long-lasting, two decade Japanese alliance with Russia (form of government, monarchism, militarist, republicanism or communism does not matter), or a two decade alliance with France, or with Germany.

I hardly see an alliance with Russia and Japan coming into fruition. Imperial Russia was humiliated by the Japanese in 1905 and that hate only intensified with the rise of communism in Russia. Communists did not tolerate the divine figure of Emperor Hirohito, who was vital for the Japanese. As for France and Japan, I don't anything wrong with it, but there's little reason for it in the first place. France did not engage with the Japanese nearly as much as Germany, Russia and Britain, so why bother with an alliance. Germany and Japan, on the other hand, is a very real possibility. They technically already allied as the Axis Powers with Italy, and reasons for alliance stem beyond that. Japan was inspired by the militaristic nature of WW1 Germany and believed in racial supremacy alongside the Nazis. Even if Germany was run by only military officials, I can still see them making good contact with the Japanese. And since both Germany and Japan evolved into democracies, it's easy to see the alliance continue to this day.

Well Ito Hirobumi on the Japanese side was interested in a good relationship with Russia, possibly an alliance. All before the Russo-Japanese war. What if this was reciprocated?

This is probably the best option, strange as it might seem.
Czarist Russia and Imperial Japan actually had much more in common with each other than either of them did with say, France or Britain.
In terms of the conservative and religious culture of the nations and their beliefs about submitting to their monarchs.
Just make it so the Russo-Japanese War doesn't happen and stop the Bolsheveiks from taking power and Russia and Japan are natural friends.
