Basically, how can we get Russian medicine to be recognized as leading in technology, research, treatment, and practice? Also, have Russian doctors in practice all over the world and universally admired for the quality of their art and care.

Have them be taught by Cubans (Post Revolution), and adopt the Cuban medical culture. Also, it needs to be a government priority, possibly exceeding the military.
 
I think you need a more extreme departure; I think you need to get rid of communism. Hard to be a medical leader when half your domestically produced "medications" are distilled water.

No. Cuba is one of the best countries out there in terms of medical care available, have a massive biotech sector, and they're the last real communist country left. If anything, I'd say causation's involved there.

...If you say so. I was in the medical industry for years and never heard of a single technique pioneered by, medication developed by, or praise of the doctors of, Cuba. I can't recall ever meeting a Cuban-trained doctor, either, while I know several who trained in the UK, France, Sweden...

Of course, the lifespan of Castro would certainly argue that they have at least a few good docs...

IIRC Cuba's biotech sector is geared mostly towards domestic needs and likely produces some generics, aside from making GM Bananas I've not heard much about R&D in Cuba. As for the rest of it, the embargo plays a big role, but Cuba is a popular location for medical tourism.

They're mostly in Cuba, South Florida, and used to be fairly common in the third world and other latin nations, they still might be common there however.

Of course, the lifespan of Castro would certainly argue that they have at least a few good docs...
