AHC: Russian Empire restored by 1990

Probably best way is that in Russia begin civil war and there not get any order. Maybe then somebody can try restore monarchy. Restoring of monarchy is on usual situation very difficult. It that not very popular in Russia.

I don't see this happening.

The closest I can see is some Romanov person being setup as a tourist attraction, maybe with some enabling legislation allowing him to be called Tsar, and a small starter budget. But even being head of state for state dinners without any powers is too big of a leap, IMO.
 
One problem is the Romanov family can not agree on who should be Czar. I think there would need to be a wave of monarchical restoration across Europe and a backlash against republicanism somehow. Maybe start in Hungary, have a general retreat of communism sooner under Gorbachev. Let former crown prince Otto freely travel to Hungary where he becomes very popular, and before the time of the fall of the Wall have Hungary adopt a constitutional monarchy, and offer Otto the crown of St Stephen? The former Tsar of Bulgaria was also active in politics and reasonably popular, so a restoration in Bulgaria next? Romania? Have the pre communist constitutions "restored" in these countries first.

Butterfly away the dictatorship in Greece and keep the monarchy there. Maybe a handwave and Italy doesn't become a republic post World War.
 
Russia and some of these Eastern European nations could use British or Swedish style constitutional monarchies to help stablize their wild political situations.
 
Maybe with a radical like the one forgotten - Jirinovski. But him elected would be asb I guess, and he may be republican in his nationalism...
 
The Yeltsin years are even more fucked up and chaotic, possibly even extend them a bit longer by having a successor of his replace him when his term is up. Then instead of Putin you have a Romanov coming to the fore promising to introduce a dictatorship of law and sort things out. Things go roughly as in our timeline and when he's at the height of his power he manages to get a constitutional monarchy put in place with one of his relatives installed as Tsar.
 
I guess that the officers of russian army are more and more disgruntled with Yeltsins and his oligarchs power, and if you could make the chechen war not happen then there would be massive amount of officers and soldiers fired, thus having an Officer coup and they put some Romanov to rule as a puppet to make propaganda for their Junta.
So I noticed you are going to move into Livonia, Michigan, that was an estonian colony in US, so you gotta tell me how are the things there please:)
