AHC: RN Submarines in the Baltic during WWII

A quick glance online said that the Oresund, the strait between Denmark and Sweden, was only 8 metres deep! And the Great Belt is only 30 metres deep, so not a hell of a lot better. A submarine is not going to have an enjoyable time passing through either of them undetected.

Note that that was a very quick check concerning the Oresund, besides which, it’s only just over a kilometre wide.
 
In WWI the RN deployed a flotilla to the Baltic in support of Tsarist Russia.

Your challenge is to have the RN deploy a flotilla of submarines again in WW II. Bonus points if the Murmansk convoys are cancelled.

I think it was difficult enough getting them there in WWI. In WWII a shallow sea like the Baltic is not a good place for subs when the enemy has air superiority for most of the time.

Also two big differences that make it pretty much impossible. In WWI Denmark was neutral and Russia friendly and could supply harbours and support. In WWII Denmark and Norway are German occupied, Stalin a lot less friendly than the Czars and for much of the period there's only a besieged Leningrad to operate from.
