AHC: rise of "Pan-Hispanism" in post-Spanish colonies, like Pan-Arabism

With a POD in 1800, bring forth a movement and/or ideology that calls for pan-Hispanic American union similar to Pan-Arabism. If you believe this is what happened OTL, argue why with historical evidence.

A Bolivarist surviving Gran Colombian government or stronger Bolivia should do the trick. Bolivar was a huge proponent of the unity of Hispanic Americans and a country that manages to hold him in high regard will attempt to at least spread his ideals and call for inter-Hispanic co-operation.
