Local POD for Washington, DC neighborhoods. Georgetown was once a port and somewhat industrial town, while Anacostia was a village and home to such luminaries as Frederick Douglas. Currently, Anacostia is seen as the epitome of southeast DC: a poor, crime-ridden, blighted ghetto where the owner of the one sit-down restaurant was arrested on charges of trafficking cocaine. Meanwhile Georgetown is filled with wealthy, upper-class residents and stores which don't sell anything for under 125$.
Your challenge is to make Georgetown a rundown, blighted, and crime-ridden neighborhood, while historic Anacostia is a chic, wealthy neighborhood.
Bonus points of Anacostia is 1/3 or more black.
