AHC: Resolve the Berlin Situation During the Cold War

Instead of having East and West Germany reunite following the fall of the Berlin Wall, have the post-War Allies resolve and negotiate an end to the Berlin debacle long before the Cold War ends. Germany doesn't have to be a reunited country again, but Berlin should no longer be under split occupation.
 
They could make the whole thing a neutral, international city like Danzig and give it UN protection.

Doubt Russia would give up their side but hey.

As an East German enclave? There's no way the Soviets play ball with that; they'd foment internal dissent, have the local Communist party call for a plebiscite, and have the DDR move in to help quell disorder.
 
Pretty much have Stalin die early (During WWII?) and theres some chance of this.

Beria wanted to hand back East Germany as he thought a divided Germany would always strive to become unified and it would avoid a future war, but this was seen as abandoning socialism in Germany.
Malenkov also had similar views which Khrushchev called him spineless for.

Molotov as well had thought about unification, but for him and others that any new neutral German state would have be based on East Germany, so had to have some degree of socialism.

So two ways of maybe getting Germany unified earlier is having Beria rise to power through whatever means or Malenkov retaining power with the POD being Khrushchev dying from pneumonia in '47.

I know it's a long shot, because it is. Dunno if something like a "Stalin Note" could be used. Not saying it would be permanent at all, as the Soviets did try to angle for Allied West Berlin.

However, what I can't see is a unified Berlin within a divided Germany--unless of course the West abandons West Berlin as indefensible, as some people thought might have to be done in 1948.

Instead of Split occupation, it is under entirely Soviet occupation.

For West Berliners, this really sucks.

For people all over the west who don't want to risk war over a tiny part of Germany, this is a relief.

Berlin unified under eastern control might also long-term make the GDR more viable, prevent the building of the Wall, and if the East German regime still collapses around 1989, might also make it somewhat likelier that East Germany remains a separate state.
