AHC: Repeal The House of Lords Act 1999

Do you mean return of the House of Lords to 1959-1998 existence? That is pretty much impossible unless dictated by an ASB. No piece of constitutional legislation in British history has never been repealed outright, and this is going back to the Middle Ages. Maybe the 1660 Restoration comes the closest.

As usual with this type of legislation, further changes were envisaged at the time, and keep getting proposed since, but they are all in the direction of making the chamber more democratic, even the Tory proposals.

Yeah and it's simply not going to happen. Once the 1999 Act passed, there was no going back- even the Tories (hardest hit by the Act IIRC) accepted that it was here to stay once it passed, and even proposed further reform to the Upper Chamber. Nothing short of a space bat fluttering its wings will reverse what had happened.
