At the start of the civil war there were 4.4m blacks in the U.S. Your challenge is to reduce this number to less than 1m by the year 1900 without mass genocide. And if the back population were reduced how would that effect the U.S.

Simplest thing - don't have miscegeneation or segregation laws at all, no racial barriers on marriage or relationships. Develop a strict and narrow definition of black.

Encourage interracial marriage, and legally classify the children of such marriages as white.

Without segregation, ostracization, miscegenation laws and other barriers, a lot of the black population will simply merge with the white population. Leaving a white population and a remnant pure black population.

One of the ironies of the strict miscegenation laws was that it ensured there would always be a large separate population of blacks.

If you look at a lot of the latin american policies Brazil and I think a few others, the governments actually encourage miscegenation to "breed out" to an extant their african populations.

In the case of Brazil now it is a bit more complicated now as to who is truly "black"? They have a large population of Pardos who are of mixed african and european and indigenous backgrounds.
 
How high was the birth rate of A-Americans in the post-slavery period? Seeing how their % of the total population went despite the high immigration rate of the period I´d imagine they had higher birthrate than E-Americans, still reducing the population by 75% when IOTL they doubled mean asking to have 1/8 of the A-Americans there were in 1900, I´d say impossible even with mixed marriages encouraged by the state.
