AHC: Reconstruction even more of a disaster

So, your challenge is to have Reconstruction not only fail its goals, but also cause a second rebellion or some kind of civil unrest in the South; this could be the result of protests, racial tensions/unrest, or an abortive attempt at Erving the CSA/slavery. Bonus points if it lasts several years; more if the unrest becomes organized rebellion; and infinite bonus points if said rebellion succeeds. Also, the longer the US is delayed from becoming a great power, the more bonus points are awarded. Aaanndd... begin!
 
It could be a disaster if the South had be further punished after the war, such as mass execution of Confederate leadership, a longer period of military occupation, and the passing of the Wade-Davis Bill.
 
Disaster? Considering the circumstances Reconstruction went rather well. No mass executions, relatively little rioting, the rebellion didn't restart etc. Blacks simply weren't going to get truly equal rights after the ACW in any remotely realistic scenario. The ways it could have went worse considerably outnumber the ways it could have gone better.
 
Although as is it arguably did see domestic terrorism, to use the modern phrase, so there was definitely "civil unrest".

All of that is OTL except for a second rebellion. I have difficulty thinking of a logical scenario for a second rebellion, or at least a widespread one.

No way is the norh executing lee. He was highly respected by his fellow West pointers.
