AHC: *Really* wierd borders for a US state.

Imagine if the Northern Panhandle of West Virginia branched into three or four fingers, so that a straight line could drawn which entered and left the state 4 or 5 times each. That's basically what the Northern part of the State of Jalisco, Mexico looks like (go to maps.google and enter Jalisco, Mexico). How do we end up with that sort of border between two states *other* than the state border following a river?

Note, I'd love to know what State would include the most other *US* territory percentagewise if expanded to its "convex hull" (the area inside a rubber band around the state), probably Maryland, New York (with Long Island) or West Virginia.

By total area (and maybe by percentage as well), I'd have to think Idaho.
