AHC: Quebec Trouble's

With a POD no earlier than the conscription crisis of 1917 have the province of Quebec go through a period of armed conflict similar to the troubles in Ireland. The conflict can begin anytime after the POD but must last until the early 80s.
 
If your are suggesting that French-Canadian habitants rebel against English-speaking Scottish and English elites ..... sure.

Then we need to consider the fractured nature of Quebec society which contained a variety of ethnic groups that rarely mixed/assimilated outside the workplace.
The greatest challenge will be convincing the Roman Catholic Church to harbour terrorists.
Your next biggest challenge will be convincing Irish Catholic Churches that they should harbour Irish Catholic Canadian rebels. Irish Catholics always held themselves distinct from French-Canadians.
Good luck pushing that POD against Irish Canadian Protestants (Orangemen) who held positions of power. The Orange and rebel positions might be strengthened by an Irish-Protestant-Canadian preacher modelled on the a Reverend Ian Paisley Junior. While some of my ancestors were Irish Protestants, I consider IPJ a trouble-maker.

Your best bet for a rebellion would be in a remote, linguistically homogenized town isolated from the rest of the Province and main-stream North American society. The Lac St. Jean region was retaining isolated enough before they built the aluminum smelter in Chicoutimi (1930s).
Or consider how the Quiet Revolution started with miners striking in Asbestos and at Thetford Mines (1950s).
 
Have the FLQ crisis erupt earlier (OTL 1960s), have it really blow up (Only resulted in martial law OTL), and have it violently crushed by the Canadian government. OTL, they had a lot of support amongst the left-wing population of Quebec. If they had a bit more, and hadn't thrown it away, you could very well see something along your suggested lines.
