How do you get both the Swedish and Russian Alliances to end the Great Northern War with great loss to both sides?

well, the obvious answer would be to have them fight more large scale battles with massive fatalities. i guess larger armies would need to be sent to finland

This is the major point. Russia is large, and has the population associated with it. Sweden, on the other hand, isn't massive, even at the height of its empire.

Charles not getting killed could have helped Sweden, but as I understand it Sweden was already losing by the time he died.

That's the impression I have, thus phrasing it as "can Charles make Peter pay more?" - Sweden winning might be possible, but only if it avoids it being Pyrrhic..
 
Avoid Poltava, or make it a Swedish victory. The main Swedish army with Charles manages to escape back to Sweden while inflicting great losses on the Russians, while the Cossacks are still running around the Ukraine wreaking merry havoc. The war settles into a see-saw in Ingria and Estonia with the Russians not able to kick the Swedes out, but the Swedes don't have enough strength to try to retake the Baltic provinces. The war ends with Sweden retaining Estonia and Livonia, but Russia gains access to the Baltic.
