AHC: Putin reintroduces the Russian Empire

Some people in Russia support restoration of the monarchy. Some people in Russia support/worship Romanovs. Some/many support Putin. But these people do not overlap much. There were repeated probings over the years since Perestroyka about Romanovs/monarchy, but always net reaction was soundly negative.
Now, there is a chance that people do nothing if Putin proclaims himself God-Emperor of the Universe, but that would mean that everyone think the chap is finally cracked and would keep to their own business.

Let's go to a second question: What if Putin decided in 2008 that two terms is enough? That he will not run for a third time after one Medvedov's term?

If he really stay out of politics, I think he will be regarded as a great hero, although with flaws. Remember, Putin successfully pulled his country out of the post-Soviet Russia.

I know. So, Medvedev get's elected ( I'm not precluding the deal that Putin will continue to be the PM during Medvedev's two terms ), but who will become the new president in 2016? ( I presume that term length stays 4 years ITTL ).

Impossible to say. Putin stifled and marginalized every credible politician Russia had. Assuming Medvedev did not do too many stupid things during his 2 terms, there would be either some kind of "successor" of his (or maybe Putins and his clique) choosing or, optimistically, even someone independent. If there is a more or less fair elections, some kind of opposition candidate might win in 2016, as people naturally would be tired of overlong rule of current apparatchiks.
 
So, what if, current president of Russia Vladimir V. Putin decided in 2008 that he will, after his second term as president expired, change the Constitution of Russia and turn Russia into a Empire again? ( Of course- a parliamentary monarchy of British type- but without reserve powers ).

Let's say that he becomes the PM and invites somebody of Romanov's back. ( Who? Maria Vladimirovna or Dmitri Romanov? ) I presume Maria Vladimirovna- bacause she is recognised as Heir of Romanovs by Russian Orthodox Church, is younger and has issue.

He had supermajority in both the Duma and Federal Council, so I think that he technically could pull this. A major reason why to do that is because as a Prime Minister he could remain in power as long as he has the majority in Duma.

What do you think? Could he do that- ASB-territory or not? And if he has done that- what would be the consequences?
Wouldn't he make himself Tsar over the Romanovs.
