Neither country could really threaten the whole of the heartland of the other in the case of Britain and France. Even their respective capitals are somewhat insulated from each other.

Not only could Carthage and Rome both ravage the entirety of each other's heartlands, they repeatedly did just that.
And they were far more centred on a single city each, whose loss would destroy their cause, than England or France...

Yeah, but taking Carthage is a real pain. Even when Carthage was down to nothing but Carthage and had no trained army, they still held out for a few years against a Roman siege. Similarly, taking Rome is a nigh impossible proposition as well.
